I did some more testing, however the qTranslate-X only makes you think it is using one layout. But when changing the layout it will only change the layout for the selected language.
For example. I removed a IconBox in the “we are orlando.” section. It was only removed in the english version, in the other language the IconBox still existed.

The way qTranslate-X works, is wat we want.However qTranslate-X will break the fluent scrolling on the onepage Orlando theme.
Aditionaly it looks like all menu items are selected.

For instance, I am building a OnePage site in English and Dutch. Does this mean I need to create the OnePage site twice?If I look at how the template of Orlando is build, it uses Visual Composer. So when I want to edit (for example the Slider item) it opens a custom window in which I need to edit the text.
This means the site will lose maintainability because I need to maintain multiple copies of the same page.
